    ... is convenient, but the envelopes need to be postage-prepaid (not just for the seriously poor, but for disorganized people who don't happen to have stamps on hand), and they present serious chain-of-custody and ballot-hijacking issues. (Every political operative knows which way different zip codes -- dutifully written by most voters on their ballot's outer envelope's return address -- lean politically. Moreover, some local measures, such as levies, require a minimum number of ballots, and to defeat those you don't even need to know how the ballots you steal were cast.)
