    I was consulting work for a foundation that was involved in supporting anti-apartheid organizations in South Africa.  The Democrats had introduced bills in Congress imposing tougher sanctions on South Africa.

    There were about a dozen of us gathered in a conference room around a tv tuned to C-Span as the bill was being debated and there was great suspense about whether the bill could get any Republican support.  President Reagan had vetoed the first version.

    Lugar took to the floor of the Senate and gave a rousing speech.  I don't remember the details, but the gist of it was that this issue went beyond partisan politics and we had to do what was right.  

    The room -- and I'm sure every single person was a Democrat or further left -- broke into cheers for Lugar.  

    Lugar rallied Republicans to over ride the Republican president's veto.

    He was that kind of Republican -- and there don't seem to be any of them left.
