    my excellent congressperson, introduced the unsuccessful resolution for filibuster reform on the very first day of the 112th congress.  His measure, which he called "the Constitutional Option"  would have worked thus:
     

    •senators that wish to object to a motion to proceed on a bill must remain on the floor to maintain the filibuster;

     •if a motion to proceed passes then a cloture vote must be taken immediately to prevent delays by opposing senators; and

     •the elimination of “secret holds” on bills and nominations.

    •  I'd like to see a push for this revived (0+ / 0-)

      in the next Congress if we do manage to hold the Senate.

      I don't think abolishing the filibuster 100% is a good idea.  Someday soon we WILL again be in the minority, and I don't want to be without ANY weapons.  

      But going back to the "talking filibuster" seems to me like a very acceptible compromise.
