    •  A budget is a plan for future action. (0+ / 0-)

Deciding its contents on the basis of artificially restricted money supplies is an exercise in deception. It's sort of like deciding how far one is going to drive by limiting how much gas one puts in the car.
Which is not to say that money is like fuel.  Rather, if a comparison to a vehicle seems useful, I'd say that money is more like the oil that lubricates a gasoline powered engine (there's no oil in an electric motor).  Drain the oil out of the engine and the gears grind to a halt. You can still push the car, but all the benefit of the lubricant and the fuel is lost. So, we're going backwards to an economy whose technical advances have been removed.  It is possible for cultures to go backwards towards a more primitive state.  It's what conservatives, in their insecurity, seem to prefer. Not really.  They like their creature comforts; they just don't know what it takes to produce them.  Conservatives are poor on know-how and why things work.  Which is why they ought not to be put in charge of deciding anything.
Economists who equate workers with consumers do us all a disservice.  Workers are producers.  To characterize them is a slur which simply advances the false notion that demands and ideas run the world -- the modern equivalent of the Creator enunciating "let there be light and there was."  What we've got is some humans playing God and presuming to decide for the rest of us. We saw what letting Dubya be the decider got us.
