This wasn't a prank, it was terrorism. He took a kid, probably insecure of his sexuality, and terrorized him because he was different. What he did stayed with the guy his whole life. Get that...HIS WHOLE LIFE.
What Romney did was cruel. And today it would get him either suspended or kicked out of his fancy little school.

Isn’t it ironic to think that man might determine his own future by something so seemingly trivial as the choice of an insect spray. Rachel Carson, Silent Spring

be appropriate.   It is fairly close to rape.    For some religions (Sikah and Amish) it is one of the worst things that you can do to a person.

If he hadn't managed to skate by on family wealth and privilege, punishment for one of his "pranks" might have scared him into at least acting like a normal human being with a conscience.

As an aside, this is a good public-policy reason for tough laws against cruelty to animals and other such "gateway" sociopathic crimes. People are kept civilized by a combination of internal restraint (conscience) and external restraint (fear of punishment). In cases where the former is absent, the latter needs to be amplified to compensate.
