    Aside from doomsday scenarios and conspiracy theories out of a political thriller, what is the aim of the NSA and the government that sanctions Stellar Wind? Is it to neutralize dissent? Is it to collect blackmail fodder? Is it to go after people downloading an mp3? All of the above? We know that going after al Qaeda is a given but what is it they want with their collection of phone calls, texts and Internet traffic?

    This head movie makes my eyes rain.

      of the lives of every person, then if at some future time they become troublesome to someone in power or you perhaps need to coerce them into doing something for you, you have the levers necessarily to accomplish that.

      Whether or not that is the current intent, that will inevitably be the end result.

      it can be used to investigate or intimidate anyone the government decides to target. If you trust the government to keep the information but never use it for a nefarious purpose, then there is no objection. However, history should make us wary of "trusting" the government with unchecked surveillance powers (See, e.g. Watergate, Church Committee, FBI spying on civil rights activists and more recently peace activists and Muslim communities, and of course, NSA's warrantless spying).
