    totally reliable, but still):

    The Advanced Research Projects Agency Network (ARPANET), was the world's first operational packet switching network and the core network of a set that came to compose the global Internet. The network was funded by the Defense Advanced Research Projects Agency (DARPA) of the United States Department of Defense for use by its projects at universities and research laboratories in the US. The packet switching of the ARPANET was based on designs by Lawrence Roberts of the Lincoln Laboratory
    So if Wikipedia is correct, than we are both right.

      ... like with so much of what I think I "know"... is that, like the interstate highway network, which was supposed to be a backup for the rail system in case of a continental war (and Ike had liked what he saw of the Autobahn), the DARPA-net was supposed to be an additional, de-centralized communications network... so that the Russkies couldn't get ALL of our communications by just bombing cities where telephone exchanges were located... REAL SIMPLIFIED, but that's what I heard, way back when...

      "real" work : a job where you wash your hands BEFORE you use the bathroom...
