    First, our previous mayor left a budget crisis for our current mayor.  Our previous mayor sold off city assets, while not raising taxes (questionable) in order to balance his budget.  He hoped to host the Olympics as a source of revenue.  That didn't happen and he retired.  IMO, his legacy is that you can't park in the city without taking out a second mortgage.  
    Our current mayor, faced with a severe budget crisis, has piggybacked on our former mayor's attempt to raise revenue and now, in addition to being prohibitibely expensive to park in the city, it is now prohibitively expensive to drive in the city.  
    So, now that we know, briefly, what the city is facing re: revenues, our current mayor wants CPS (Chicago Public Schools) to have a school day that is no longer the shortest in the country.  He wants to increase the school day by three hours, similar to what most other large metropolitan school districts maintain.  The issue is the negotiation for payment to teachers on the additional three hours of work.
    I think, in a nutshell, that's the issue.  This mayor, in fact no one in his administration, has stated animosity toward teachers.  The problem is the negotiation to fund the addtional three hours.
