    mentioning that this has been going on for a long time.  Since food for Peace, PL480, was created for both political (cold war) reasons and to subsidize American farm exports which undermined the small scale local producers where it was implemented (India a prime example).  From there came the export of "green revolution" high yielding varieties (all requiring more water and fertilizer and as hybrids all the seed had to be bought) which represented a change from just food exports to selling "technology" supported by the Rockefeller instituties (for wheat, rice, potatoes, etc...).  There was once in USAID a small farm component - Farming systems, but it was cut with the eviseration of USAID and how it became a "democracy" building thing.  So now the technology is used as always as a way to instantiate debt and more dependence, and - or the domination of large scale corporate farming.  So it goes...
