      May have been some "deadwood" under Bush, so when people leave (take private sector jobs, retire, or die) they're not replaced right away. Companies like HP used to handle job cuts in that manner rather than massive layoffs; they'd institute hiring freezes, so when people left the company they weren't replaced unless it became absolutely essential.

      during the Obama years . . .  (not really fired, of course, since they had temporary jobs from the get go).

      Second, the decrease in public sector employees was probably more acute at the state and local levels than at the federal, so it's not completely his fault  - the lion's share of the blame, of course, goes to the do-nothing GOP congress.

      But still, if we get RW outcomes from a Democratic president that are worse than from one of the greatest Billionaire Supporters to ever inhabit the White House, it does tend to make one scratch their head a bit - and ask, is that level of "bipartisanship" really what I voted for last time around?

        Given the extensive training the census people received (seriously, we had sessions here at the library for a loooong time before the forms came out, although to be completely accurate, they were most likely repeat offerings of the minimal training they got), they could have easily been hired before 2008--I can't really remember.
