If you look at his videos, he pounded the same themes over and over again, an Obama-esque hope/change message (El Paso is the "can-do" city) combined with really specifc ideas on creating jobs -- shortening international bridge wait times to allow better flow of commerce by fully staffing the bridges, directing more contracts from Fort Bliss to local small businesses, and attracing professional jobs via the new Medical Center of the Americas.

He also had a great track record on El Paso City Council.

And he worked hard campagining knocking on 16,000 doors and really listening to people to elicit their issues.

Stand up for gays in the domestic partnership ordinance that the El Paso City Council passed, which was controversial, helped him with the gay vote, and marijuana legalization also helped him attract libertarians, but they were not the core issues.

Reyes was viewed as out of touch and ineffective because he had been in Congress for so long and only gotten 6 bills passed, and had not been in the community regularly.

This is a good article about the race: http://www.capitalnewyork.com/...
