    but walker tried to segregate UW Madison from the rest of the University System

     the suspected purpose was that Walker could hand pick the new board for UW Madison to control the university.

    sounds like a free speech issue if one takes this to a plausible conclusion.

      left, and she now is president of Amherst, after faculty and staff horror at her collaboration with Walker on this, even on the Madison campus -- much as it long has wanted to separate from the "hyphenated campuses," as it calls the other 25 in the UW System.  ("Long" meaning ever since two state systems were merged half a century ago.)  Her big mistake -- faculty? pfff! -- was that she didn't tell the board of regents what she was doing.  Even the Repub appointees were not amused.

      To be fair, there is something to be said for different policies for the two huge research campuses, Madison and Milwaukee, vs. those at campuses that are four-year (not awarding Ph.D.'s; some do offer master's in conjunction with research campuses), two-year "community colleges," even some whose entire student body could sit in one lecture hall on the larger campuses.

      So the end result is that the separation is occurring, with new employment policies to be put in place a year from now -- but with participation of employees, not new policies imposed upon them.  We will see then whether their participation has mattered, or not, in Walker's Wisconsin.
