    We already know the error rate is at least 20% and may be much higher.  For all we know, it might bo close to 100% since we have not seen any evidence whatsoever that any of these names are correctly identified as non-citizens.

    So are you really arguing that more than 20% is "quite low" and thus an acceptable error rate?
