    individual rights.

    The Quebec university students have been protesting fee increases for months now.

    The fees in Quebec have lagged greatly behind the other provinces. The increases over the next five years would still leave them well behind other provinces, and well below the rate of CPI. Professors salaries are very low.

    I say this as a Montreal-born graduate of McGill Universtiy, one of the  world's best still, but for how long. l am not a professor or university employee, nor do I have any vested or familial interests.

    I no longer live there.

    Quebec has very expensive social programs, like $7 a day daycare for all, cheap university, etc. It is the most socially progressive, secular place in North America

    In Canada, we have provincial equalization payments in the form of grants from the federal government to the have-not provinces.

    Quebec, believe it or not is a have-not province, and other provinces effectively cough up to pay the others. I fully support that concept. Quebec puts itself in the position of receiving these grants by spending so much government revenue on subsidizing cheap university tuition, inter alia.

    So, the students are fighting an increase in their costs vs. an unsustainable subsidy of their fees, and Canadians from other provinces have to pay. Soon these other provinces will weigh in on the problem the students are causing for their citizens having to pay for Quebec's government largess in subsidizing the student fees for decades.

    And yes, there were freeze-the-fees rallies when I was at McGill in the 60's.

    Nothing is ever quite like it seems, at first glance.

    Just another view on the dispute itself. The students' intrasigence has led to the draconian legislation.
