    Between presidential elections and midterms? I would guess the impact might be exacerbated by the top of the ticket in 2004 and 2008.

      I thought there would be a difference, and separated them out by year initially.  However, there's simply not enough data points to tell.  There is a hint that presidential years are a little more extreme - more favorable to dems in blue states, more favorable to gop in red states - but just a hint.
