    In any country, the benefits of free education are limited to citizens, or at best, permanent residents.  You won't be eligible for citizenship in most countries without some kind of blood tie to the country or lots of money.  The latter requires time, money and lots of paperwork.

    National boundaries mean nothing for Capital.  The rich are free to move their money almost without restriction these days.  It's a different story for the rest of us.  The movement of human beings to find work or needed benefits is severely restricted.
