    What appears to be happening is very common in the State of Texas and isn't immigration related.

    A Department Head has a candidate that for some reason they want to hire.  Could be any reason.  Family friend, relative, friend of a friend, relative of another Department Head, etc.  They "create" a job specifically for this individual with extremely narrow reqirements so that very few if any applicants will meet the requirements except the person they want to hire.  Changing skill requirements  for State governement jobs like in this case is very common in Texas and may be wrong, but has nothing to do with the point of the Diary which is immigration and employers claiming that no qualified applicants are available.

      retired.

      Thirty years with the Texas Department of Health. I was blessed to work with / near her for the first near month of my tenure in the Public Health Tech job on that epi team.

      After six months elapsed with NO applications for her spot, they created an EPI 1 position -- so no RN licensure in Texas was actually required. Then we had the applicant -- a University of Florida at Miami foreign student -- who had a British medical degree and was willing to work for us for that wage.

      Presto. He's an epi.

      They saved the job even when his visa expired and he had to go back to India for six months.
