    The legislation to stop tax rewards for off-shoring jobs has been proposed by this president and members of the Congress and has been blocked by Republicans. See, S. 3816, The Creating American Jobs and Ending Offshoring Act.  

    It's from 2010, but I don't think it was the only attempt.  Don't blame President Obama.  The problem is the Republicans.  Surprise, surprise.

      Congressmen from both sides of the aisle have grown accustomed to relying on private corporations to be the enforcers, imposing deprivation so the candidates for Congress can come along and play "savior" with promises to "make it all better."
      That they never do is to be expected of people whose only real interest is their own power and that depends on staying in office for a long time.
      While one might have expected that the turnover in 2010, in which the House saw the arrival of 85 freshmen, would prompt the time-servers to be more responsive and actually serve the public, it didn't happen.
      Perhaps it's because creatures of habit simply can't change and can't take a hint. Whatever the reason, instead of rousing themselves and getting to work, the old timers just redoubled their antagonisms and started attacking whoever remained "bloodied, but unbowed" (women and immigrants and people who work with their hands).
      "The beatings will continue until attitude improves."  The beaters have to be removed.

        Mitch is married to a Chinese woman whose family has deep roots in international.  She was Bush's Sec of Labor when 3,000,000 jobs went to China. Mitch's personal fortune is growing very nicely.

          seems to be present in all populations. Some humans, probably because they have no talents, other than the gift of gab, which other humans find it useful to reward, specialize in moving things around so, like the highwayman of old, they can extort a "cut" for letting the cargo proceed.
          For things to be captured, they have to be moving. Self-sustaining enterprise is, therefor, not attractive to the highwayman or pirate mentality.  So, if things are not moving on their own, they need to be prodded into motion.  And, for creatures of habit, the prodding becomes a routine.
          Then too, habits have a way of turning into obsessions and obsession, of course, is characterized by the obsessed never getting enough.

          Whether McConnell is obsessed by power or wealth doesn't make a lot of difference because power, to be felt, has to hurt and the easiest way to inflict hurt is to keep people from accessing and using the money they need.

          Clinton, btw, was quite capable of bowing to the Riadys and David Rockefeller absent a wife who was related to either.  Family ties provide a cheap rationale, but are most likely not determinative.
