    look at the 1930s Fascists: it was the same way. No victories were enough for Mussolini, Hitler, or Hirohito; they continued to rant about the vast power of their opposition, foreign and domestic, long after they had defeated them.
    The point was to for the Axis to keep their constituency angry, even when victorious, so they wouldn't notice how inept and nepotistic the Axis governments themselves actually were.
