    the letter,   refunded as per ACA, etc ... ?  That was the impression I had - that it has to say that.

    If so, about half of those refunds will probably be going to repubs, and that just might start some interesting conversations in those circles.

        if a habitat is flooded, the improvement for target fishes increases by an infinite percentage...because a habitat suitability index that is even a tiny fraction of 1 is still infinitely higher than zero, which is the suitability of dry land to fishes.

          PLEASE tell me that it SPECIFICALLY EXPLAINS that the REASON you're receiving this check is thanks to the PRESIDENT'S AFFORDABLE CARE ACT, AKA OBAMACARE.

          When the Bush tax cuts kicked in, the $300 rebate checks actually said "relief for America's workers" or something along those lines. They PROPAGANDIZED DIRECTLY ON THE ACTUAL CHECKS.

          The Democrats, by contrast, buried their payroll tax cut rebates in the bowels of everyone's tax returns, which means no one other than progressive activists knew about it, which is why most of the country still thinks that Obama raised taxes when he cut them.

            DID NOT MEET THE 80/20 STANDARD. IN 2011,
            BLUE CROSS OF CALIFORNIA
            SPENT ONLY 77.5% OF A TOTAL OF $38,562,391.72 IN PREMIUM DOLLARS ON HEALTH CARE AND ACTIVITIES TO IMPROVE HEALTH CARE QUALITY. SINCE IT MISSED THE 80% PERCENT TARGET BY 2.5% OF PREMIUM IS RECEIVES, BLUE CROSS OF CALIFORNIA
            MUST REBATE 2.5% OF THE TOTAL HEALTH INSURANCE PREMIUMS PAID BY THE EMPLOYER AND EMPLOYEES IN YOUR GROUP HEALTH PLAN. WE ARE REQUIRED TO SEND THIS REBATE TO YOUR EMPLOYER OR GROUP POLICYHOLDERS BY AUGUST 1, 2012, OR APPLY THIS REBATE TO THE HEALTH INSURANCE PREMIUM THAT IS DUE ON OR AFTER AUGUST 1, 2012. EMPLOYERS OR GROUP POLICY HOLDERS MUST FOLLOW CERTAIN RULES FOR DISTRIBUTING THE REBATE TO YOU.

            WAYS IN WHICH AN EMPLOYER CAN DISTRIBUTE THE REBATE

            IF YOUR GROUP HEALTH PLAN IS A NON-FEDERAL GOVERNMENTAL PLAN, THE EMPLOYER OR GROUP POLICYHOLDER MUST DISTRIBUTE THE REBATE IN ONE OF TWO WAYS:
            REDUCING PREMIUM FOR THE UPCOMING YEAR; OR
