for the items related to it depends on how Dkos treats delayed information.  Is a delayed comment supposed to be treed according to the time it was sent, or does it only list comments according to when they're received?  If they're supposed to be listed by time of reception, then spontaneous appearance in the middle of a tree would suggest that it was already recognized by the system and just not available for accessing.
