    Isn't exactly guaranteed either. It costs more than zero dollars to create walk pieces or recruit and put on a precinct walk or phone bank. There might still be some possible, but not nearly as much.

      is a bad idea.  Money is a tool to measure value, not unlike the inch which measures distance.  Restricting access to the measuring entity does not affect the underlying reality. The only thing that happens when you don't measure is that you don't know how much.
