In the 23 years I have been in the military, I have had drivers licenses from IN, NC, WV, VA, and FL (and Panama...).  I currently live in VA (near DC), have a FL license and was registered to vote in VA until 2010, when I (my wife, too) switched voter registration to FL.  I am voting absentee this year; I am not aware of any requirement to send in a copy of either my DL or military ID.

Whe I voted here in VA before, once I used an electric/gas bill with my name & address on it, another time I used my military ID, and another time--when I was in uniform--I wasn't asked for any sort of ID, just asked to verify my full name and address.
