    Allow states to require voter ID only if they're willing to cough up all of the cash to make such an ID system in which disenfranchisement is as rare as actual voter fraud, and turn around and place them under the control of the Voting Rights Act or something similar if they are shown to disenfranchise more than some arbitrary number, such as 200 people in a state in any year.  That's a low enough limit that it shouldn't change the outcomes of many elections, but high enough to show that it's substantially more damaging to voting rights than it is protective of non-existant voting fraud.  So they can put such laws in place, IF they're willing to risk having the Federal government able to nix any future voting changes if they end up disenfranchising voters.
