    as are the handlers.

    if these dogs get loose in general, are they a danger to the public?

    i think we aren't asking the right questions: are these dogs trained to attack once off leash? and indiscriminately? are they trained to be freed in a crowd?

    i find it strange that the handler made this mistake and even more concerned about the protocol for using dogs in these situations... we need to know more about the training.

      in crowd situations such as this one.

      again, my POINT to you in several other comments is that we need to be addressing WHY the police respond to public demonstrations and ask ourselves if the behavior of crowds in demonstrations have lead to this higher response (occupy infiltrated by violent black bloc, etc.)

      de-escalating violence has to occur on BOTH sides of a confrontation for solutions to be found.  standing and screaming into the faces of police officers at the top of one's lungs creates an adrenaline reaction in the targeted person.

      add adrenaline and you get "fight or flight" autonomic responses - and with police officers, flight is not an option in a crowd - thus, the crowd loses!
