    but the majority of child sexual assaults are crimes of opportunity.  But the average serial pedophile starts victimizing in his (it's almost always a man) late teens, and often has hudreds of victims over the course of their "career" if they aren't caught.

    If you are talking about post-incarcerration measures (i.e. housing restrictions) my opinion is not exactly popular among victims advocates, but I tend to agree with you. I believe that harsher punishments (mandatory prison terms) for first time offenses would be much more effective at curbing it Housing restrictions actually have been shown to increase recividism rates because it often leaves the released inmates in an unstable environment. And it is a waste of resources that could be better spent elsewhere.

    It's a popular policy though, so I don't see it changing any time soon.

      victims over a period of time aren't they serial pedophiles?  And if that's the average abuser then are serial pedophiles really rare?  It seems that logic only works if CSA is rare.
