    straight out of the past. First, the TARP funds were going to relieve troubled assets. Then they were headed for all those "shovel-ready" projects.

    But instead, no troubled assets were relieved and few projects were actually ready for shovels. So we  expended many billions on propping up state budgets, especially payrolls for teachers and uniformed services. In the process, we got a stiff addition to the deficit and little to show for it. At this point, further expenditure on that scale is somewhere between unlikely and unaffordable. And that is the way the cookie crumbles.
