    The average person (or at least voter) on the street most likely knows who their Senator is. I would guess that as much as 1/3 of the voting public can't name their Representative. The more "unknown" a person is the easier it is to define them.

    The bottom line is I'm not saying they will or can have no effect on Senate reaces, I just think they are more effective in House races.
