    There are many ways this could go.  More and bigger storms set against a background of steadily decreasing yearly totals is doubly bad.  Storms deposit rain faster than it can get used by plants, so even if there were more rain falling throughout the year, more of it goes to waste unless it's captured for reuse.

    To those who say the New Deal didn't work: WWII was also government spending
