    •  I've wondered from the start (6+ / 0-)

what it means to be "in the process of withdrawing" in the middle of July.  Did he tell the school he wouldn't return in the fall, and had some paperwork to complete?  Was he collecting some kind of grant support that hadn't run out, so he wasn't going to "officially" withdraw until the end of the grant period?
What were his faculty and his faculty advisor thinking about his withdrawal? He'd apparently come to the school brilliant and capable.  Had they already recognized that he wasn't well?  This "in the process of withdrawing" sent up red flags for me and I haven't seen any details that would let me know what that meant.

takes time. It can require paperwork supplied to multiple departments. If he was withdrawing for medical reasons, it would also require getting affidavits from his doctors. Even in a simple University withdrawal, it can take a week to submit the paperwork to various departments since follow ups may be needed. If there are financial ties to be severed, along with rental agreements, and also any positions held, as would be common with a graduate student, and if the withdrawal is temporary rather than permanent, it could easily make it take a few weeks.

    •  No, actually. In AZ, the shooter left school (2+ / 0-)

when he was asked to seek mental health treatment. As NAMI-AZ pointed out, he was known to have real problems since high school, but they were ignored. NAMI speculated that his high school may have failed to report him in order to save money, as, per NAMI, schools in AZ commonly do.
