    ...and I'd bet it's "Ignorant."

    Look up W. Ross Ashby's "Law of Requisite Variety" (http://en.wikipedia.org/...).

    If you examine it's implications, is says that a system composed of "all the same" is necessarily weaker than a system composed of "variety."  Think of plants in a changing climate.  If all plants are genetically identical, there can be a single disease or calamity that destroys them all.  However, the more VARIETY among those plants, the higher the likelihood some may survive.

    So, his basic premise violates a well-established law of Cybernetics (the study of systems).  So, he either has to be ignorant (of that law, or in general), or a liar.
