      labelling an act "terrorism" brings more attention and more resources and more protection in the long run.

      Or, it could be because only brown people are called terrorists in this country and some of the sikhs want to show the hypocrisy of that.

      One lone shooter may just be a nut, someone who snapped and went insane.  No support, no interactions with someone else.

      But with multiple shooters, there was planning, coordination, a conspiracy.  Pre-meditation.  

      Attacking a Temple in this manner also suggests far more than simple hate of an individual or group.  It suggests a determined attack to drive the group from their community.  

      I would also differentiate them by saying a hate crime is most often against an individual or small group.  This was directed against an entire community.  It's a hate crime AND a terrorist attack.

      But those who championed the Patriot Act will have a much harder time turning a blind eye to something labeled terrorism.

      may be terrorism, even if it's just reading hateful stuff about them and deciding to act on his own. If it's just a lone guy with a personal problem or who developed his anger or hatred against them on his own, then it's just a crime (call it a "hate crime" if you must, but I dislike that term and distinction).
