    But I also imagine the second batch would have been harder than the first and they might run into a lot more duplicates the second batch - unless they moved to a different area of the state or something.  

    They need 131,375 from the second batch or 43% of the 300,904 submitted in the second batch.  It's certainly doable with those numbers, I'll be keeping my fingers crossed.  

    It would be the big first hurdle.  And in the very least it would put off the ridiculous gerrymandering for two years.  Would there be enough Dems and good government types that would support the non-partisan panel over the GOP defending their right to carve up the state for their political gain?  Incumbent Dems coudl come out against this as well, because they like their seat.
