    can be discussed because we have such a short attention span, we're in worse trouble than we think. Clinton's explanation is as concise as this subject can be. Most important part is saved for last:

    The Romney ad is especially disappointing because, as governor of Massachusetts, he requested changes in the welfare reform laws that could have eliminated time limits altogether.
    Welfare Reform limited recipients to 5 years of benefits (lifetime). That's why the work requirement was included. Each state can ask for a different waiver. How do you explain that in 25 words or less?
