    It would be organizing each community where these rules are enacted and courts don't overturn them before mid-October.  Communities weren't accustomed to the concept of lunch-counter sit-ins in the early 1960s, but they happened.  It's a civil-rights struggle; treat it like one.

    By all means, battle this in the courts, but if that doesn't work out, have a back-up plan.
