    being able to vote should be attacked as a voter suppression method.  What if you gave people who stood in line a maximum of 45 minutes a card with a RFID tag embedded in it.  Then if they had turned away X number of voters, the voters could show up the next day, turn in the card and be allowed to vote a day late. If they had handed out X number of cards, they would have to advertise and hold voting open till 95% of the cards had been turned in.
