    the day they were scheduled to leave for August recess.
    Was the Senate supposed to stay in session for a short term drought relief bill?
    Why didn't the House bring up the Farm Bill when it was passed out of committee on July 11th?
    Because the House leadership didn't want to start fighting over a big spending bill right before an election.

    The House Agriculture Committee passed a bipartisan five-year farm bill out of committee on July 11, but House leadership has kept the bill off the floor knowing disagreements over food assistance programs within the Republican party would reveal major party schisms.

      From the same article you linked:

      The House passed a disaster relief bill Thursday by a margin of 223 to 196, although it's unclear if the Senate will even take up the bill after the August recess.
      The Senate could have acted on that bill.  They didn't.  And, yes, they should stay in session to do the work of the people.

        Neither house was in session.
        The House thought naming post offices was more important than passing a Farm Bill.
