    In my state, at least, an unemployed or underemployed adult without young children does not qualify for Medicaid, no matter how broke they are. So your last sentence isn't the case here in WA, and it's probably not the case in a number of other states. Medicaid is given to those who have young children to protect the child and her parent. No kids = no healthcare.

      I expressed myself badly. I know that not everyone without a job is covered by Medicaid. I should have said "people who don't work can qualify for Medicaid and other programs..." Obviously other factors - children, disability- affect their qualification.
      Thanks for the clarification.
