I am an expert on designing/evaluating sustainable runoff solutions using native plants, grading, and soil amendments to improve permeability and cleansing of the runoff. The new paradigm is to either use runoff on site for local water demands or to return it to the local groundwater via rain gardens, bioswales or french drains.  As a bonus, these systems also sequester far more carbon than the old idea of using shallow rooted turf grasses or even worse, hard armored channels or engineered impermeable storage devices.

graywater?  I want to set up a graywater alongside my home.  The previous owners I believe set the kitchen sink to drain to the garden, but they didn't do it well, and it's a festering mosquito nest.

If you want to get exact I'm in the Potomac Club right between Highway 95 and Route 1.

The way they designed rain water run off is to have the run off from the roofs to go down gutter systems that take the water underground and in to a community wide waste water retention pond.

It seems to me that a better route would be to have rain water collection systems that holds the water and allows the residents to use that water to water the lawns on an as needed basis would be a better system.  But when you start adding up the costs for 50 or 100 gallon waste water jugs for a 1200 unit neighborhood, you are talking some pretty big bucks.
