    it crosses a major (for the west) river, on a state line, with a major transportation artery. Obviously people need to live there to maintain the bridges and the state line checkpoints.

    The Colorado River provides recreation and irrigation, making it a spot where certain crops can be grown and where people go with their boats etc to recreate on the river.

    I have been known to call it Needless but actually it is quite needed. It is an oasis in a long desert trek, and the people who live there make the world a bit better for the rest of us who merely pass through once in a while.

    Once you think about all that, you won't be surprised to realize that in fact people have lived in this spot for a long time, which is why I-40 passes through it in the first place.
