    that the House was "democratic," the Senate not-so-much. It was designed so that it a minority of the people (those in smaller population states) could effectively stop legislation even if a majority of the population wanted it (as demonstrated by passage in the House).  

    If that system doesn't work for today, the solution is a constitutional amendment.  I don't see how the judicial branch has the power to do what this petition asks it to do.

      And an amendment to fix the Senate would be tricky. The founders thought of that and in Article V they made altering the makeup of the Senate the one thing you can't change with an amendment. The final clause reads

      and that no State, without its Consent, shall be deprived of its equal Suffrage in the Senate.
      One thing we could do is create more states so the Senate more closely matches the population make up of the country. But could you imagine cutting CA into 20 or more pieces? And don't forget that TX has a one-time "there are really 5 of us" option to split and add 8 more Senators from a southern state. Another legacy of slaverly that allowed TX to become part of the US without altering the makeup of the Senate too much in the 1840's
