    It's the same law that prevents Federal employees from engaging in many types of election activities, ID'd as a government employee or not, that you might take for granted. But you can bet that if a Federal employee came out and said "I work for the Center for Disease Control, and Mitt Romney gives you cooties" the wingnuts would be in conniptions.
