    consider getting their amateur radio license.

    cell towers go down.  land lines go down - the ham network for emergencies is usually the only one up and running due to repeater and satellite connections.

    it isn't hard - just take one of the ham cram courses near you ($30 including the licensing fee with the fcc) and a hand held radio and you're good to go!

    of course, then you have to learn ham etiquette, but there are great ham clubs out there that specialize in emergency preparedness and are ready to go into action when needed.

    trust me, it isn't an overwhelming task.
