    "Whether or not Stalin was sincere" is easy to tell.

    From Stalin's speech to Politburo, 19 August 1939:
    "In the event of a German defeat, the Sovietization of Germany and the creation of a Communist Government will follow inevitably."


    On May 23, 1949, the Grundgesetz (Basic Law), the constitution of the Federal Republic of Germany, was promulgated. Following elections in August, the first federal government was formed on September 20, 1949, by Konrad Adenauer (CDU). The next day, the occupation statute came into force, granting powers of self-government with certain exceptions.
    Grannted, "with some exceptions", but one must acknowledge that there were elections, the government itself was independent if not fully sovereign, and that elected government supported international alliances with the West. East Germany did not have a comprable level of autonomy, as evidenced by the fact that the USSR essentially took the whole country prisoner and wouldn't let anyone leave.
