    Surely you don't believe that a state government as upstanding as Florida's would deliberately enforce the laws selectively, do you?

    And I know, I know, don't call you Shirley. That was the name of my fiercely Democratic mother, who lived the last 20 years of her life in FL.

      at all. They simply threaten to enforce it, if you happen to be registering people who tend to vote for Democrats. Sternly worded letters, after all, can have a chilling effect on the recipients.

      That way there is never a question of selective enforcement, no paper trail to show to a judge, nothing a reporter can follow up on. Since it is on the books, the threat is real, but without actual enforcement, they can pretend everything is applied evenhandedly.
