    I think it has to be emphasized that we're talking about a private insurance company policy here—not a discount on regular Medicare.

    Coupons for 50% off are pretty common in grocery shopping. It doesn't feel like an amazing deal, not to me.

    I know I'm still paying for half the cost, and I need to see what I'd get for half the full retail price. I'd have to be willing to spend the money.

    There's the critical issue: can the campaign clearly explain that you would lose the security of Medicare, and get the insecurity and additional expense of private insurance?

    The main reason I like "coupon" is that a "voucher" (to me) is something you can exchange for the very product itself. A  voucher for a theatre ticket gets you a ticket to the show, no added cost.

    A coupon usually covers a part of the cost of the item, not the whole thing.
