    What institutions are no longer corrupt?
    Any institution's first duty is to itself: protect and expand its sources of income, protect and expand its access to power, protect and expand its visibility and status in society, protect and expand its influence over its own members, etc.  The more powerful and corrupt an institution becomes, the more powerful and corrupt the institution is able to become.  Whatever mission that churches, charities, clubs, corporations, the military, and governments assign to themselves, they still all follow this iron law; they have no choice if they want to remain relevant, to retain the ability to serve their intended purpose.

    I would argue that the antidote to institutional corruption is less institution.  Corruption may be a manifestation of diminishing ROI or even catabolic collapse, where the costs of maintaining the institution become so great (whether in absolute terms or merely relative to the institution's means) as to eventually require 100% of the institution's time, money, and labor: it no longer does anything except consume more and more and no longer does it for any reason except to keep itself alive.  Invading a country simply to acquire the resources necessary to invade the next country because one way or another, not invading countries means the end of the empire: either because it is now deprived of the means to sustain itself or more subtly because it has now deprived itself of any reason to exist.
