saying that Hunt must have something big on Cameron. my personal feeling was that Cameron had invested much personal political capital on Hunt,  and so wasnt going to be able to just sack him. sacking or demoting him would not be an option,  as it would suggest incompetence on Camerons part back in the Murdoch days. he couldnt leave him there not with the leveson report technically reporting to that minister,DCMS is a relatively low powered ministry, so the only way out was promotion.

....but gets to run NHS [into the ground]?

IANASHMQ or what ever you uk ppl call yourself, but I am guessing that the health minister depends on and is more controlled by the PM, permanent sec of cabinet, civil servants, as so much specialized knowledge is required and so much of the economy and the govt's future in next election depends on it.....while media affairs, well as we saw with bskyb, you can leave that to the SPAD who had no background in monopolies.

Minister of health must have more handlers, too. his/her chauffeur would never drop him off at the wrong entrance to a public event, i bet.
Does Jeremy still get to bicycle now that he only has to be healthy and not sporty ;)

The maximium number of SPADs a department has (unless its the PM, or Chancellor or deputy PM is 2

The two health ones are on Pay band 3, one earning £68k, the other £74k

CMS has two, one in pay band 2 one in pay band 1, so at maximum one earns £54k and the other £58k, (beyond that their pay would have to be declared, and it isn't)

The civil servants will have specialised knowledge, but its possible that the SPADs don't, after all they are in effect Gofers and fall guys for the minister, as we saw with adam smith, and are political appointees, (who are gaining experience before becoming MPs)

Maybe the Tories learned a lesson from Adam Smith ha ha.
Spads are best left as Gofers, old style, at the xerox machine and the landline.

more. the health department is probably the biggest emoyer in Wesstern Europe., and technically all of its admin staff and management are civil servants.
