    student years ago I was doing my clinical rotation that included nursing home care. I saw a teen ager with, i think I have this right but its been years, cerebral palsy there. I stood right next toi him as he laid propped up with pillows in a large wheel chair. i never gave him care as he was not my patient.

      Are you familiar with the "R.C." consent decree, which put the Alabama DHR under federal court supervision for 20 years? Mentally challenged and emotionally disturbed foster kids also were being placed in juvenile detention centers, in some cases with violent offenders.
