Sequestration was a fail-safe provision of the Act that wasn't supposed to take effect unless the "Supercommittee" couldn't come up with 1.2 trillion in cuts.

On the supercommittee's deliberations, Ryan voted against the Defense cuts Dempsey and Panetta proposed, and killed the agreement.  So sequestration kicked in, including the defense cuts the Dems insisted on in the original bargain to pass the Act.

Ryan is a psycho to act like he's off the hook.
